I like the cemetary in the background but the location is not very impressive. My suggestion would be to shoot the cementary as a separate shot as you hear the person talking then fade in to  your speaker as she is walking through the cementary then do a still close-up shot of her as she continues to read but don't show her reading the actual document. A close up is more personal and the distance shot is showing to much of her swaying. As she concludes, fade out and show the document in "bound legal cover" protraying a classified internal document and have her make a dramatic gesture with the document as she concludes.
